REQUEST FOR EXPRESSIONS OF INTEREST(REOI) 
(CONSULTING SERVICES – FIRMS SELECTION) 

The Government of Kenya on behalf of Coast Water Works Development Agency has requested for financing from the African Development Bank towards the cost of the National urban Water supply and Sanitation Program and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Services For Design Adoption, Updating of ESIA/RAP report and Tender Documents For Construction Works For Mombasa Water Distribution Network (South Mainland Lot 2B) Medium Term Works Coast Water Works Development Agency Area 

The objective of this consultancy is to engage a consulting firm to undertake design adoption, Updating of EIA/RAP and Tender Documents and supervision of construction works for: 

1. Construction Works for Mombasa Water Distribution Network (South Mainland Lot 2B) Medium Term Works. 

*31.7 km of primary and secondary mains of ranging from OD 110-450mm diameters (HDPE) pipes. 
*30.9 km of tertiary pipelines of varying diameters OD (32mm, 40mm, 50mm ,63mm, 75mm, 90mm) 
*Supply and issue to Mowasco 28.2km of OD15 and OD32 
*Supply and replace and reinstated existing consumer connection 13.1km OD 15mm 
*Consumer water meter connections, 1,000 new consumer water connections to be connected by MOWASSCO, 450 existing consumer water connections to be changed over by MOWASSCO and a nominated sub-contractor to the new mains  
*Sixteen (16) bulk water meters- revise them to Insertion Meters 
*Installation of 1No Ablution Block 
*Supply and deliver to Mowassco of 1No. Exhauster 

The overall objective of the assignment are as follows: 
i. To carry out a design adoption of the existing projects designs and bid documents prepared in 2021-2023; 
ii. To fulfill the role of the Engineer’s Representative in the supervision and Coordination of the construction works;  
iii. To supervise the appointed Contractor, in accordance with the conditions of contract, specifications and drawings, works carried out by the selected contractors. The consultant will be responsible for ensuring that work is carried out in accordance with the designs, specifications and works contract documents while at all - time ensuring quality, cost effectiveness and timely completion; 
iv. To provide the client with regular status reports and other reports as per the Terms of Reference, together with all related necessary technical assistance and professional advice to the Client related to supervision of the construction of the said works; 
v. To carry out review and update for ESIA and RAP studies and assist in the implementation of Resettlement of Project Affected Persons (PAPs). 

The consultancy services will be carried out over a period of 34 (Thirty-Four) months which will cover design adoption and updating of ESIA/RAP and TD of 4 (Four) months, 18 (Eighteen) months to cover construction supervision and 12 (Twelve) months defects liability period. 

The Coast Water Works Development Agency now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification. The shortlisting criteria are:  

a. Experience in similar assignments 
b. Experience in similar conditions.   
c. Availability of appropriate skills amongst staff. 

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the “Procurement Policy for Bank Group Funded Operations” dated July 2023, which is available on the Bank’s website at https://www.afdb.org/en/projects-and-operations/procurement  

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
