Consultancy Services for Design Adoption and Construction Supervision of The Coast Water Works Development Agency (CWWDA) Head Office Building

The Government of Kenya on behalf of Coast Water Works Development Agency has requested for financing from the African Development Bank towards the cost of the National urban Water supply and Sanitation Program and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Services for Design Adoption and Construction Supervision of The Coast Water Works Development Agency (CWWDA) Head Office Building. 

The objective of this consultancy is to engage a consulting firm to undertake design adoption, Updating of EIA/RAP and Tender Documents and supervision of construction works for: 

1. Construction Works Coast Water Works Development Agency Office Block in Mombasa. 

The overall objective of the assignment are as follows: 
 

*Design Adoption – To adopt and validate the existing architectural, structural, and engineering designs, ensuring compliance with statutory requirements and securing necessary approvals. 

*Construction Supervision – To provide full-time supervision of works, ensuring quality, safety, cost control, contract compliance, and adherence to environmental and social safeguards. 
 

*Commissioning and Defects Liability – To support CWWDA in commissioning and handing over the building and provide technical assistance during the Defects Notification Period (DNP), including defect rectification and final completion certification. 
The assignment is estimated that it will take Eighteen (18) calendar months. The Defects Notification Period (DNP) shall be Twelve (12) calendar months after construction 

The Coast Water Works Development Agency now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification. The shortlisting criteria are:  

a. Experience in similar assignments 
b. Experience in similar conditions.   
c. Availability of appropriate skills amongst staff. 

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the “Procurement Policy for Bank Group Funded Operations” dated July 2023, which is available on the Bank’s website at https://www.afdb.org/en/projects-and-operations/procurement  

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
