1. The Coast Water Works Development Agency (CWWDA) through the Government of Kenya has received financing from the Agence Française de Développement (hereinafter called “AFD”) toward the cost of the “Improvement of Drinking Water and Sanitation Systems in Mombasa- Mwache” and intends to apply part of the proceeds toward payments under the contract for the “Emergency Works for Increasing Water Availability in Likoni”, Contract No. CWSB/AFD/W1/2019

2. The Coast Water Works Development Agency, a Parastatal under the Ministry of Water and Sanitation
& Irrigation, now invites sealed Bids from eligible and qualified bidders (Construction Contractors) to undertake the works. The Works include but are not limited to:

a) Combined hydraulic-chemical well rehabilitation of 13 boreholes
b) Drilling of 2Nr new groundwater boreholes
c) Carry out Geophysical Investigations
d) Rehabilitation and Installation of Electro-Mechanical Works & Pipeworks at 15 boreholes sites
e) Construction of DN150 HDPE PIN12 Collector Mains from BH 4&7 and BH A of total length 1,668 m long.
f) Extension of Flow Division Chamber (Marere Pipeline)
g) Construction of DN250-200 HDPE PN 25 parallel Marere Pipeline of 6,368m.
h) Chlorine Dosing Unit at Kaya Bombo and Magodzoni
i) Small Works including fencing at 11 sites and sanitation installation at sites
j) Demonstrative installation of Photovoltaic modules at 3 borehole sites

3. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the AFD’s Guidelines for the Procurement of AFD-Financed Contracts in Foreign Countries: October 2019 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.3.3 setting forth the AFD’s policy on conflict of interest.

and inspect the bidding documents during office hours from 0745 hours to 1630 hours local time from Monday to Friday, except during lunch hour (1230 hours to 1400 hours), during weekends and public holidays.

5. A complete set of Bidding Documents in English language may be purchased by interested Bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee Kshs. 1,000 (Kenya Shillings One Thousand Only). The method of payment will be cash or bankers cheque. The Bidding Documents will be collected from the address below upon production of a purchase receipt or can download the document free of charge from our website www.cwwda.go.ke or The National Treasury Procurement Portal, and immediately email the firms’ names and contact details to: procurement@cwwda.go.ke for records and communication of any tender clarifications or addenda failure to which your tender will be rejected.

6. Bids must be delivered to the address below at or before 1200 hours Local Time on 30th March, 2021. Electronic bidding shall not be permitted. Late Bids will be rejected. Bids will be opened physically in the presence of the Bidders’ Representatives, who choose to attend in person at the address below at 1205 hours Local Time on 30th March 2021.

7. All Bids shall be valid until 28th July, 2021 (for 120 days) from date of bid submission and shall be accompanied bya Bid Security in the form of a Bank Guarantee of Kshs. 4,000,000.00 (Kenya Shillings Four Million Only) which shall remain valid for a further 28 days beyond the bid validity period until 25th August, 2021.
8. A Pre Bid meeting shall take place at the following date, time and place: Date: 4th February 2021
Time: 10:00 Hours East African Standard Time
Place: Coast Water Works Development Agency, Tiwi Water Office, Kwale.
Participation of the Bidders at the Pre-Bid meeting and subsequent site visit is Mandatory.
The Certification of participation and the pre-Bid meeting protocol have to be submitted as part of the offer.
