INVITATION FOR BIDS (IFB)-Design and Build works for Makamini Dam, Phase 1 in Kwale County

1. Coast Water Works Development Agency (CWWDA) has received financing from the Government of Kenya (GoK) towards financing of the Design and Construction of Makamini Dam Phase 1, tender No. CWWDA/ T/W/16/2019-2020 and intends to apply the proceeds toward payments under the contract for “Design and Build works for Makamini Dam, Phase 1 in Kwale County.” 


2. Coast Water Works Development Agency (CWWDA) now invites sealed bids from eligible bidders (construction contractors) for execution of the above project. The Works include but are not limited to: 
· Construction of a 9m high Earth Dam - 738m long and 6m wide crest, approximately 300,000 m3 volume of earthworks, 
· Spillway of 28m length and design flood inflow of 288 m3/s, 
· Draw off system with a capacity of 0.0325 m3/s, 
· Water Treatment Plant (WTP) with a capacity of 2,800 m3/day, 
· Rising main approximately 710m long and 225mm diameter, 
· Pump House and Pump sets including standby power generating set, 
· Clear Water tank, with a capacity of 1000 m3. 
 

3. Bidding will be conducted through National Competitive Bidding (NCB) Procurement Procedures as specified in the Public Procurement and Asset Disposal Act 2015 and Public Procurement Regulation 2006 and is open to Citizen Contractors as defined in the Procurement Regulations. 
 

4. Interested eligible bidders may obtain further information from the Head of Procurement, Coast Water Works Development Agency, Mikindani Street-Off Nkrumah Road, Mombasa Kenya and inspect the bidding documents at the office during working days from 7.45am-4.30pm East African time except lunch time, weekends and public holidays. 
 

5. A complete set of bidding documents may be obtained by interested bidders upon payment of a non-refundable fee of Kshs.1,000/- in cash or Bankers Cheque payable to the Chief Executive Officer or can be downloaded free of charge from Coast Water Works Development Agency website www.cwwda.go.ke and immediately email the firms’ names and contact details to: procurement@cwwda.go.ke for records and communication of any bid clarifications or addenda failure to which your document will be rejected. 
 

6.Bidders are invited for a Pre-bid meeting (mandatory) to be held at CWWDA Boardroom situated at Mikindani Street off Nkrumah Road,Mombasa on 24th March, 2020 starting at 9.30am (East African time) for any clarifications before bidding. Thereafter,a site visit (at bidders’cost) shall be conducted to the proposed site on the same day at 12.00 pm (East African time).

7. Bids must be delivered to the address above (paragraph 4) on will be rejected. Bids will be opened physically in the presence of the Bidders’ Representatives, who choose to attend in person at the address below at 1205 or before 1200 hours Local Time on 29th April, 2020. Electronic bidding shall not be permitted. Late Bids hours Local Time on 29th April, 2020.
 

8. All Bids shall be valid for 120 days (26th August, 2020) from date of bid submission and shall be accompanied by a Bid Security in the form of a Bank Guarantee of 2% of the bid price which shall remain valid for a further 28 days beyond the bid validity period (i.e. up to 23rd September, 2020).
